Judy was born July 7, 1949, daughter to Paul and Leola (Ingersoll) Harms in Waterloo, Iowa. She graduated from Wartburg College and the University of Northern Iowa. She was united in marriage to Frank Spinler on June 28, 1997, in Waverly, Iowa. Judy was heavily involved in volunteer work for Mercy.
