2006-07 Parking Regulations &
Registration
Parking regulations
are in force from August 12, 2006 to May 27, 2006.
Register your vehicle between March 31-July 15.
INTRODUCTION
These regulations have been prepared by the Campus Security Office
with input from the Student Life Committee and the Student Senate
to provide for effective traffic control and maximum use of parking
facilities. Your cooperation will make the campus a safe place to
walk and drive and will make it possible to provide adequate parking
for all.
GENERAL REGULATIONS
1. All students must register any motor vehicle (automobile, truck,
motorcycle, or moped) they bring to campus, regardless of duration,
with Campus Security.
2. Wartburg College Campus Security
regulates parking on campus as well as student parking off campus
within a two-block area from the campus boundary, or any public
street in the city of Waverly upon complaint of city resident or
Waverly Police. Regardless of where you live, if you are a Wartburg
student (whether full-time, part-time, residential, commuter, special,
or Waverly resident taking classes) and your vehicle is used or
parked on campus property or on a public street within a two-block
radius of the campus boundary, that vehicle must be registered.
Violators are subject to fines.
3. Students may park their vehicles
ONLY in assigned parking lots/areas. This does not prohibit routine
use of vehicles elsewhere in Waverly, but prohibits parking on all
other areas of the campus, as well as surrounding streets and avenues.
4. The speed limit on city streets
around campus is 25 m.p.h.
5. Students are responsible for all
violations involving any vehicle they bring to the campus area,
regardless of whether it is registered on campus. This includes
violations committed by another person parking or driving a student’s
vehicle or a vehicle the student is operating.
6. During periods of open parking,
students may park in any student parking lot, regardless of where
they are normally assigned to park. Open parking in student lots
is permitted until classes start and during breaks (Fall, Thanksgiving,
Christmas, Winter, Easter and Tour Week), starting six hours before
close of classes and ending six hours before the start of classes,
excluding Outfly. Open parking does not extend to limited parking
areas (i.e., loading zones or fire lanes), or to overnight parking
in faculty/visitor parking lots and residential streets within two
blocks of campus.
ENFORCEMENT
When classes are in session,
all parking regulations are strictly enforced between midnight and
3 p.m. At other times, parking regulations are enforced only to
the extent to insure adequate parking space is available to persons
officially registered for that specific lot or street. Parking is
never allowed in fire lanes, service areas, and limited parking
areas beyond the posted limitations. Vehicles unable to move due
to mechanical problems or loss of keys are subject to parking regulations.
However, upon immediate notification to Campus Security that a vehicle
is immobile, time will be given to allow the operator to move the
vehicle without receiving a ticket. Tickets issued before Campus
Security is notified of the vehicle’s problem may not be withdrawn.
Violators may be cited and towed at the owner or operator’s
expense at any time.
VEHICLE REGISTRATION
1. Registration is mandatory
for ALL students, staff, and faculty who use a vehicle on campus
or within a two-block radius of the campus boundary.
2. The person registering a vehicle is responsible
for violations related to that vehicle.
3. Students (full-time, part-time, residential,
commuter, Waverly resident) must register vehicles each year at
the Campus Security Office. This must be done within 72 hours of
bringing the vehicle to campus for all terms except the two summer
sessions. Pending registration, students must park in D Lot until
they receive their parking assignment. Once registered, you will
be automatically registered for any subsequent terms during that
academic year unless you notify Campus Security in writing you no
longer have a vehicle on campus.
4. Resident students are limited to one active registration
at any given time. Vehicles may be substituted during the academic
year. If the currently registered vehicle is not available, students
may bring an alternate vehicle to campus and park in the student’s
regularly assigned lot at no additional cost. They must obtain a
temporary parking permit from Campus Security. If a student changes
vehicles (i.e., sold the original vehicle and bought another), the
new vehicle must be registered. A $5 decal transfer charge is required.
Commuting students may register more than one vehicle at any given
time.
5. Procedures:
a. Applicants must provide the make, model, year, color, license
plate number and state of registration to Campus Security. Campus
Security will then issue a parking decal.
b. Parking lots are assigned by seniority and date of parking registration
application. Special parking consideration is made only to students
with specific medical situations.
c. All vehicles must display a current Wartburg College parking
decal. Decals will be attached to vehicles as follows:
• On the outside lower left-handed corner of the back window
of the driver’s side.
• Convertibles, station wagons with moving back windows, –
on the lower left side rear window on the driver’s side.
• Vehicles with no rear window or pick-up trucks with camper
tops – in the bottom left hand corner of the front windshield
on the driver’s side.
• THE DECAL MUST BE PLACED ON THE OUTSIDE OF GLASS OF THE
VEHICLE. Taping decals inside windows is not permitted.
d. Registration is not complete until the decal is permanently attached
to the exterior of the vehicle. Decals not properly attached or
unreadable are subject to a $1 fine.
6. Unregistered vehicle: Park an unregistered vehicle
in “D” lot or the student’s regularly assigned
lot. Students with a registered vehicle but are bringing a different
vehicle to campus may park in their normally assigned lot providing
they call Campus Security at extension 9999 and provide your name,
vehicle description, and license plate number. Formal registration
must be completed in the Campus Security Office within 24 hours
or the first day Campus Security office is open for administrative
business.
7. Special Permit: For students who have time constraints
because of off-campus employment or classes, Campus Security may
issue a temporary permit for parking variance. Such a permit requires
a class schedule and letter on official letterhead or an email originating
from the place of employment stating work hours or the nature of
the time constraint. Due to construction projects on campus, parking
will be quite limited. As such, short-term street parking permits
will be quite limited and issued for exceptional situations only.
8. Expiration: Decals expire the end of May Term
or at the time a student withdraws from the college.
9. Exchange: Parking decals are not transferable
and cannot be placed on any other vehicle other than the one originally
registered. Each decal represents only one college parking registration.
10. Parking at Wartburg College is a privilege. Parking fines exceeding $300 and/or more than 20 parking tickets in one academic year may result in the loss of parking privileges for the remainder of that academic year. Once parking privileges are suspended or revoked, any vehicle subsequently found on campus or in the parking enforcement area will be billed as an unregistered vehicle along with the associated parking violation, and the student will be referred to the Student Conduct Board.
VISITOR PARKING PASSES
1. Students, faculty, and staff
are responsible for obtaining a visitor-parking pass for vehicles
of guests. Tickets written on visitor vehicles may be charged to
the student host. Visitor parking passes are not for use on student-used
vehicles.
2. Free 24-, 48-, or 72-hour visitor parking passes
are available from the Campus Security Office. Information required
include the student’s name, guest’s name, description
of the visitor’s vehicle to include license number, and a
contact phone number. A pass will then be issued and parking directions
given.
3. Visitor parking areas are located east of Luther
Hall, east of the Visitors Center, south of the Fine Arts Center,
west the Library, south of the Physical Education Complex and north
of the Physical Plant, or on any of the surrounding city streets
except where posted otherwise. Visitors may not park in student
parking lots without specific authorization from Campus Security,
and they may not park longer than 20 minutes in a posted loading
zone.
TEMPORARY PARKING PERMITS
1. Students who have a vehicle on campus a short time may obtain
a temporary parking permit for $3 per week. Permits are available
from the Campus Security Office.
2. Temporary parking permits are
dated and are ordinarily for “D” lot only.
3. Students who have registered a
vehicle but wish to use a different vehicle for a short time may
obtain a temporary parking permit at no charge and may park in their
assigned lot.
FINES AND TICKETS

2. Tickets not paid directly to the
Campus Security Office within seven days of receipt will be billed
through the Controllers Office. Once ticket fines are placed on
a student’s account, payments must be made through the Controllers
Office.
3. Appeals must be submitted via
either written appeal forms (with ticket envelope attached) or via
email to campus.security@wartburg.edu (with ticket number and date
of violation included in narrative appeal). Further appeals may
be made via written appeal to the Parking Appeal Commission (faculty/staff/student
representation). ALL APPEALS MUST BE MADE WITHIN SEVEN DAYS. The
decision of the Parking Appeal Commission is final.
4. Fines may be assessed every two-hour
period the vehicle is in violation. However, fire lane, service
drive, and loading zone violations may be ticketed upon violation
and as often as necessary.
5. Refunds of fines may not be granted
if appeal is not made within seven days. Full parking lot fees will
be refunded up to 14 calendar days after the beginning of a term.
6. PARKING ON THE WARTBURG COLLEGE
CAMPUS IS A PRIVILEGE. PARKING FINES OF $250 OR MORE AND/OR 15 OR
MORE TICKETS IN ONE SCHOOL YEAR MAY RESULT IN LOSS OF THAT PRIVILEGE
FOR THE REST OF THE CURRENT SCHOOL YEAR. ANY VEHICLE SUBSEQUENTLY
FOUND ON CAMPUS OR WITHIN TWO BLOCKS OF CAMPUS WILL BE BILLED AS
AN UNREGISTERED VEHICLE, AND THE STUDENT REFERRED TO THE STUDENT
CONDUCT BOARD.
7. The reckless operation of a motor
vehicle, driving under the influence of alcohol or other drugs,
failure to comply with directions of Campus Security, failure to
register vehicle, failure to pay parking fines, or repetitive violations
of college parking regulations may be considered violations of the
Student Code and may be referred to the Student Conduct Board for
disciplinary action.
Proof of payment from the Controllers Office must
be provided to the Security Office before reinstatement of parking
privileges is granted. |
